Another pivotal showdown with third-placed Penrith chastened by a disappointing home loss last weekend and seventh-placed Manly coming off the bye after an impressive home win over a top-four heavyweight.
Both teams are shouldering a heavy Origin load.
Blues withdrawal Dylan Edwards is in the reserves list, but the remainder of Penriths NSW contingent is named in the 17.
Jack Cole has been retained over Brad Schneider alongside Jarome Luai. Luke Garner also returns from injury.
Daly Cherry-Evans, Haumole Olakauatu and Jake Trbojevic have been named for Manly, while Lehi Hopoate has kept the fullback spot. Tolu Koula goes to centre and Tommy Talau to the wing.
The Panthers were on track for a typically gritty Origin period win over the Dragons last Saturday but were blanked in the second half of a 22-10 loss after leading 10-0 at the break.
It was a continuation of an up and down period for the premiers, who were rolled by the Warriors in Magic Round before lowering ladder leader Cronullas colours 42-0.
The Tom Trbojevic-less Sea Eagles ended a three-game slide in Round 12 with a DCE-led 26-20 defeat of the Storm at home.
The Sea Eagles will be aiming to replicate their 32-18 home win over a Cleary-less Panthers side in Round 5.
That result snapped an eight-match losing streak in the rivalry, but they are searching for their first win at Penrith since 2018 and have lost their last two there by 22-plus margins.
Penrith has not lost consecutive games at home or three times overall in a four-match period since 2019. Manly is 1-1-4 as an away team in 2024.
Whether thats enough to back the Panthers as a $1.35 favourite is debatable, though.
The Origin factor presents too many variables, while the trend of low-scorers at Penrith when Cleary doesnt play (38 points or less in four matches since the start of 2023) shapes as a safer bet.
